Deeper Danger Behind Russia’s INF Violation, Part 2

Russia has persistently violated the Intermediate Nuclear Forces Treaty, (INF) and China, never a signatory to the pact, is free to develop any such weapons it chooses.

House Armed Forces Committee Chair Mac Thornberry noted earlier this year, “It is foolish to try and pick and choose what aggression we will stand against and which we will let go unanswered. It is not enough to advocate for a more robust cyber response to Russia’s attempts to meddle in our elections but waiver on our response to their renewed nuclear or territorial ambitions. Likewise, we can’t simply build up our missile defenses and nuclear deterrent but leave significant cyber intrusions unanswered. We have to be willing to do it all.”

In response to partisan criticism of the White House decision to leave the INF treaty, the House Armed Service Committee issued the following response:

National Security leaders from both parties have been concerned about Russia’s violation of the Intermediate-range Nuclear Forces (INF) Treaty for some time. After repeated calls from Congressional leaders, repeated votes to hold Russia accountable, at least four hearings on Treaty violations over four years, and warning from senior military commanders and national security experts, Russia refused to return to compliance with the treaty. As threats from Russia and China mount, President Trump has little choice but to withdraw from a treaty only the United States is adhering to.

Russian Cheating Is Nothing New: Obama administration officials were concerned about Russian INF cheating as far back as 2008, and concerns have only been growing:

·  In 2008, according to a later interview, then-Undersecretary of State for Arms Control and International Security Affairs Rose Gottemoeller, Russia started testing “a ground-launched cruise missile that flies to ranges banned by the treaty. The banned ranges are between 500 and 5,500 kilometers. We are quite sure they have tested a capable missile that flies to those ranges, and they tried to get away with it.”

·  In 2013, HASC Chairman McKeon wrote twice to President Obama to express the Committee’s concerns about Russian violations of arms control agreements. Then-Senator John Kerry expressed concerns about Russian cheating, according to the Daily Beast. While the Obama Administration claims to have raised the issue with Russia, President Obama threatened to veto the FY13 NDAA because it would have forced his administration to make a determination on Russian cheating.

·  In 2014, the then-Chairmen of the House Armed Services, Foreign Relations, and Intelligence Committees wrote to President Obama reinforcing their concerns about Russian violations. That same year the Obama administration concluded that Russia had violated the INF Treaty. According to the New York Times, this was “the most serious allegation of an arms control treaty violation that the Obama administration has leveled against Russia.”

·  In 2016, Chairmen Thornberry and Nunes again wrote to President Obama, urging his administration to take Russian violations seriously.

·  In 2017, Air Force General Paul Selva, Vice Chairman of the Joint Chiefs of Staff confirmedthat Russia has deployed a new type of cruise missile that violates the INF Treaty. The Trump Administration imposed sanctions on Russia for violating the treaty in December 2017.

·  In the spring of 2018, Russian President Vladimir Putin publicly announced new classes of nuclear weapons that would violate the INF Treaty.


The Threat From China Is Growing:
 Over the past two decades, China has developed numerous missile systems that far outrange U.S. systems. United States’ compliance to INF, coupled with unconstrained Chinese missile development, has contributed to a significant disparity in ballistic missile force structure which may have strategic and operational impacts in the Indo-Pacific region.

·  “Largest and most diverse missile force in the world”: According to Admiral Harris, formerly the Commander for U.S. Pacific Command, the PLA Rocket Force (PLARF) controls the largest and most diverse missile force in the world, with an inventory of more than 2,000 ballistic and cruise missiles. This fact is significant because the U.S. has no comparable capability against 95% of the PLARF’s missiles due to our adherence to the INF Treaty with Russia.

·  The United States has no comparable capability due to INF restrictions: The INF Treaty prevents the United States from developing comparable capabilities against the following operational Chinese missiles: DF-11 SRBM, DF-26 IRBM, DF-16 SRBM, DF-4 IRBM, DF-15 SRBM, HN-3 Cruise Missile, HN-2 Cruise Missile, DF-21 MRBM, among several others.


Congress Has Acted Repeatedly: 
Members from both sides of the aisle, and in both chambers, have voted repeatedly to hold Russia accountable:

·  Since 2014, the House Armed Services Committee has held four hearings into Russia’s violation of the INF Treaty.

·  In March of 2014, a bipartisan group in the House and Senate introduced a resolution to hold Russia accountable for its violations of the INF Treaty, a version of which was included in the FY15 NDAA.

·  The FY15 NDAA included additional measures aimed at Russia’s treaty violations.

·  The FY17 NDAA banned companies who contributed to Russia’s violation of the INF Treaty from doing business with the U.S. government.

·  The FY18 NDAA authorized funding to counter INF violations, including research on the potential development of U.S. missiles that would travel between 500 and 5,500km. It also required the executive branch to develop a plan to sanction Russia and key persons for non-compliance with the INF Treaty.

Deeper Danger Behind Russia’s INF violation

The once-successful Intermediate nuclear Forces Treaty, (INF) is now obsolete, a clear result of Russia’s extensive violation of its provisions.

In 1987, President Ronald Reagan and USSR leader Mikhail Gorbachev agreed that they would ban all land-based ballistic and cruise missiles with ranges between 500 and 5,500 kilometers. The ban applied to missiles with nuclear or conventional warheads.

However, in 2013, the United States noted concern about Russia’s deployment of Iskander intermediate range nuclear missiles, which violate the INF.

The United States officially charged Russia with violating the INF Treaty in late July 2014, when the State Department released the 2014 edition of its report “Adherence to and Compliance with Arms Control, Nonproliferation, and Disarmament Agreements and Commitments” (the Compliance Report). President Obama sent a letter to President Putin notifying him of the finding in the Compliance Report and suggesting that the two countries meet to discuss steps that Russia could take to come back into compliance with the Treaty

The Trump Administration conducted an extensive review of the INF Treaty during 2017 to examine the potential danger from Moscow’s violation. The result was that on December 8, 2017, the 30th anniversary of the treaty being signed, the White House announced that the United States would commence an integrated response that included diplomatic, military, and economic measures.

Russia is not the only cause for the White House’s concern.  The arms pact never included China, now a military superpower. A Spacewar report quoted Senator Lindsey Graham’ expressing the concern that “’The Russians have been cheating; the Chinese are building up their missiles… and we need to counter it.’ Another senior Republican, Senator Bob Corker, agreed that ‘there’s no question that for years Russia has been violating” the accord. He noted on CNN that some defense specialists say that ‘because China is not part of this (the INF) they’re developing systems that will move beyond where we are.’”

But there’s more to it than even an extremely serious and obvious violation of a nuclear arms pact.  Moscow deployed these missiles when there was absolutely no defensive reason to do so.  European nations had slashed their military forces to the bone, and the United States, during the Obama Administration, had also severely cut defense spending.  The obvious analysis is, since there were no defensive reasons to deploy the missiles, and Russia’s economy can’t afford to waste funds on simply symbolic gestures, Putin’s motives can only be seen as offensive.

As Putin continues his extraordinary arms buildup, including the violation of long-standing nuclear accords, despite his nation’s weak economy, the realization that he intends to use his forces to intimidate or even attack European nations becomes more evident.  Absent an appropriately strong response from the U.S. and NATO, he will continue on this highly dangerous path.

China Gaining Military Advantage

Defense Secretary Mattis has announced that Wei Fenghe,  China’s Minister of National Defence and a member of the Central Military Commission, will visit Washington this week.

The Soviet Union depended on allying with western leftists, particularly in the nuclear freeze movement, and with revolutionaries in a number of regions.  However, its failed economy and its overt belligerence failed to sway much of the global population, aside from those blinded by allegiance to socialist propaganda.

China has commenced a cold war with the west, but many seem reluctant to acknowledge that reality.  However, Beijing displays no reticence in its threatening actions. In a recent USATODAY editorial,  President Trump criticized a move by some Democrats promising “Medicare for All,” essentially a nationalized health care system that would have the effect of transferring funds owed to senior citizens to those more likely to vote for the party’s candidates in the upcoming election. In the same article, he opposed Democrat’s drift towards socialism.

The President noted that “Throughout the year, we have seen Democrats across the country uniting around a new legislative proposal that would end Medicare as we know it and take away benefits that seniors have paid for their entire lives. Dishonestly called ‘Medicare for All,’ the Democratic proposal would establish a government-run, single-payer health care system that eliminates all private and employer-based health care plans and would cost an astonishing $32.6 trillion during its first 10 years.”

Trump’s support of older voters is understandable. Seniors have supported Republicans over Democrats, for fairly solid economic reasons. They have been adversely affected as Democrats diverted federal funds to questionable uses, including an $800 billion “stimulus” package that failed to improve the economy, and to pay for expenses of a growing illegal alien presence encouraged by lax border controls.

As America’s national debt soared above the $20 trillion mark during the Obama Administration, the Social Security and Medicare programs continued to decline. Social Security will face virtual bankruptcy by 2034. Medicare will endure the same fate by 2030.

But those future dates were not the extent of the problem. During the Obama Administration, seniors suffered from an unprecedented lack of cost of living increases.

Since the regular program of Cost of Living increases began in 1975, (prior to that increases were provided by legislation) there has never been a period when such adjustments were lower than they were under President Obama’s term. Not once had there been a year in which there was no increase at all. Since 2009, when Obama took office, two consecutive years, 2009 and 2010, provided no adjustments, and there was also no adjustment in 2015.  Before 2009, the average annual increase was 4.4%; during the Obama presidency, it was 1.7%.It’s not just Social Security problems that affected  America’s seniors.

Inevitably, defenders of socialism point to several European nations as examples of how a “soft” form of socialism can avoid disaster.  But look deeper.  Those nations depend on capitalist America to survive.  The U.S. taxpayer pays for the lion’s share of their defense, and their economies would crash if they were not able to sell to American consumers.  The same can be said, by the way, for China.

There has been insufficient attention paid to the unrealistic nature of the unaffordable proposals advocated by the progressive left.  It’s great politics to promise free stuff for all (free tuition! Free college! Free entry for anyone who wants to cross the border into the U.S.!)  It’s fairly similar to the illusion that you can use your credit card to buy things you simply can’t afford.  Fun for a while, but eventually the bill comes due.

During the “Our Ocean Conference 2018” in Bali, Indonesia, the United States announced 15 commitments to strengthen sustainable management of marine resources; prevent plastic and other debris from entering the ocean; support research and observation of ocean ecosystems; and foster partnerships promoting maritime security and a sustainable blue economy.

The State Department noted that American efforts include, among other projects: two new five-year programs in Madagascar to improve marine and coastal resources; a new five-year regional activity in Central American Regional Coastal Biodiversity Project; a three-year collaboration between the U.S. AID and the U.S. Fish and Wildlife Service to reduce threats to biodiversity in the Caribbean; and also $5 million from NOAA for ocean observing technology to support the Tropical Pacific Observing System (TPOS) 2020 Project, an international effort to improve our understanding of the El Niño-Southern Oscillation (ENSO) and the ocean’s role in weather and climate.

IRAN SANCTIONS

President Trump withdrew the United States from the fatally flawed nuclear deal with Iran earlier this year. The new campaign goal, using economic sanctions going into effect on November 5, aims to fundamentally alter Iran’s behavior through deprivation of the revenue it uses to export terrorism. This is Round 19 of economic sanctions and adds over 700 names to the list of blocked entities.

US Secretary of State Pompeo announced that “These sanctions hit at the core areas of Iran’s economy.” He added that to maximize the impact on Iran, Washington is working with other countries by cutting Iranian exports of oil as much as possible. He pointed out that the Administration may issue temporary allotments to eight jurisdictions vs. the 20 allotted during the Obama Administration, multiple times between 2012 and 2015.

Secretary Pompeo said the eight jurisdictions receiving the temporary allotments have aided the US efforts on other significant fronts. At this time Iran’s crude oil exports already are reduced by one million barrels. With the imposition of new sanctions on November 5, Secretary Pompeo explained, “100% of the revenue that Iran receives from the sale of crude oil will be held in foreign accounts and can be used by Iran only for humanitarian trade or bilateral trade in non-sanctioned goods and services.”

“This massive reduction since May of last year is three to five times more than what many analysts were projecting when President Trump announced our withdrawal from the deal back in May. We exceeded our expectations for one simple reason: Maximum pressure means maximum pressure,” according to the Secretary of State. The United States is making exceptions for humanitarian assistance to the people of Iran, including food,agriculture commodities, medicine, and medical devices.

The media has chosen to not make the rising tide of anti-Semitism an issue in the 2018 Midterm elections. But ignoring the problem does not mean it doesn’t exist. Also within New York State, within NYC itself, Democrat candidate Alexandria Ocasio-Cortez continues to side with Palestinians over Israel.

Even the very Democrat-leaning New York Times  has noticed the trend. Catie Edmondson wrote on October 7, “A cluster of activist Democrats — most of them young, most of them cruising toward House seats this fall — has dared to breach what has been an almost inviolable orthodoxy in both political parties, strong support for Israel… They include Ilhan Omar, a Somali-American Muslim running for an open House seat in Minneapolis; Rashida Tlaib, a Palestinian-American Muslim running in Detroit; Ms. Ocasio-Cortez, running in a heavily Democratic district in the Bronx and Queens; and Leslie Cockburn, co-author of “Dangerous Liaison: The Inside Story of the U.S.-Israeli Covert Relationship,” who is running in a Republican-leaning district in Virginia. None of them would comment for this article.”

Many Americans may be unaware of the Democrat’s growing bias against Jews because key information outlets refuse to cover the problem. While left-leaning Twitter goes to great lengths to find excuses to censor conservative-leaning writers, it refused to object to Farrakhan’s tweet comparing Jews to termites.

Attempts to Encourage Illegal Aliens to Vote Expand, Part 2

Unlawful efforts by Democrats to bring illegal aliens to the polls have expanded, particularly in Texas and California. The problem is not new.

The Obama Administration engaged in consistent and significant efforts to prevent the detection and prosecution of illegal alien voting. Leftist politicians are keenly aware that new arrivals to the U.S., especially those that come illegally, vote Democrat.

Indeed, not only did the Obama White House fail in its duty to prevent violations of the law, it actually encouraged this activity by moving with great force to foster the conditions that allow voter fraud to occur.  J. Christian Adams, an attorney in the voting rights section of the Department of Justice, has written that the Obama Administration killed any moves to address voter fraud, and specifically hired attorneys “whose main career experience was in subverting voting laws…”  Harassing state officials who sought to insure accurate balloting by imposing identification requirements, and cleaning up voter rolls, became an obsession of the Obama’s Justice Department

Hans Von Spakovsky, writing in National Review  described how “The U.S. Election Assistance Commission (EAC) had moved to allow Kansas, Georgia, Alabama, and Arizona to enforce their proof-of-citizenship voter-registration requirement. The Obama Justice Department moved against the action, part of its ongoing goal of allowing illegals to vote and to allow other voting violations to occur.”

Also in 2016, the True the Vote organization pleaded unsuccessfully with the Department of Justice to move against a clear-cut case of alien voting.

In 2015, Ohio’s Secretary of State, Jon Husted wrote a letter  to the Obama White House protesting the President’s policy, stating:

“I write regarding the consequences the recent Immigration Accountability Executive Actions may have on the administration of federal and state elections. Consistent with federal and state law, states are responsible for ensuring the integrity of our elections. As a swing state with access to voting that is already expansive, Ohio takes this responsibility very seriously. In spite of our diligence maintaining accurate voter registration rolls, however, the recent executive actions could jeopardize their integrity by making it much easier for people who are not U.S. citizens to illegally register and cast ballots…

“The source of the problem is that the recent executive actions enable millions of non-U.S. citizens to obtain valid Social Security numbers and driver’s licenses. Under federal law, any person with a valid Social Security number or driver’s license can register to vote, so long as they attest to their eligibility to do so.1 As a result, the recent executive actions dramatically expand the opportunities for illegal voter registrations in Ohio and other states by non-citizen voters who have valid forms of identification and who willingly or negligently affirm their eligibility to vote. Attempts to counter the growing problem of illegal alien voting and other forms of ballot fraud have centered around calls for the use of ID when voting, a move vehemently opposed by Democrats.  (Ironically, Democrat officials required photo ID to enter into their 2016 presidential nominating convention.)

In July, President Trump urged the use of ID for voting, citing examples of Democrats encouraging illegals to vote. The most recent battleground for state voter ID laws was North Dakota.  According to the SCOTUS site, the Supreme Court in October declined to review that state’s law mandating the use of identification when voting.  “The Supreme Court…declined to intervene in a challenge to a North Dakota law that requires voters to present identification that includes a current residential street address… The state urged the justices to stay out of the dispute, emphasizing that the law is intended to combat voter fraud and guarantee that voters (who, unlike in most states, are not required to register in advance) get the right ballots when they go to the polls. The state argued that the street-address requirement is easy to satisfy: Voters can provide proof of address through their IDs or, if necessary, through other documents like a pay stub or a utility bill. If the district court’s order were reinstated, the state warned, nonresidents could vote in the state’s election simply by renting a P.O. box there. At a minimum, the state predicted, there would be “confusion and mistakes” when a voter’s P.O. box is not in the same precinct where he actually lives. And in any event, the state added, because each of the challengers in this case has a street address, there is no reason for the district court to block North Dakota from applying the law anywhere in the state.”

Research from The National Conference of State Legislatures (NSCL) indicates that “A total of 34 states have laws requesting or requiring voters to show some form of identification at the polls, all of which are in force in 2018…Proponents see increasing requirements for identification as a way to prevent in-person voter impersonation and increase public confidence in the election process. Opponents say there is little fraud of this kind, and the burden on voters unduly restricts the right to vote and imposes unnecessary costs and administrative burdens on elections administrators.”
