THINK TANK FUNDING

Secretary of State Michael Pompeo on Tuesday called for US think tanks to be more transparent about their funding by foreign governments, especially sources in China and Russia. He said in a written statement that it is not required under law but is needed “To protect the integrity of civil society institutions, the Department requests henceforth that think tanks and other foreign policy organizations that wish to engage with the Department disclose prominently on their websites funding they receive from foreign governments, including state-owned or state-operated subsidiary entities.” This announcement comes as the Trump Administration continues cracking down on foreign influences on the US political system.

These include the installation of a mainland security agency, mass arrests of peaceful protestors, the politically motivated delay of the September 2020 Legislative Council elections, and the capture and detention of Hong Kong democratic activists attempting to leave Hong Kong.

The Hong Kong Autonomy Act requires the Secretary of State to submit a report to Congress identifying foreign persons who are materially contributing to, have materially contributed to, or attempt to materially contribute to the failure of China to meet its obligations under the Sino-British Joint Declaration or Hong Kong’s Basic Law. According to Ortagus, this year’s report includes ten PRC and Hong Kong officials whose actions have undermined freedoms of assembly, speech, press, or the rule of law, or whose actions have reduced the high degree of autonomy of Hong Kong.

CHINA

The Chinese Communist Party (CCP) and its proxies aim to make Americans receptive to Beijing’s form of authoritarianism, according to Secretary of State Michael Pompeo. In a Thursday interview he said the CCP “is hard at work at the state level.” Pompeo pointed out that they have rated every government essentially a friend, foe or somewhere in between. When the Secretary was in Wisconsin on Wednesday, he talked about China’s using their “United Front development programs to undermine our democracy and to move the direction of opinion in the direction of their authoritarian regime.” Washington is working to actively push back on aggressive moves conducted by China inside the US. 

IRAN

President Obama and Vice President Biden entered into a bad nuclear deal in Iran. Pompeo said it was “just crazy,” as it presented a clear pathway to a nuclear weapon, and that this was unacceptable for the security of the Middle East, Israel, and the United States.

The Trump Administration has “flipped the script,” according to Pompeo, and spent the last three years and few months working to “deny the regime the money, the resources, the wealth, the capacity to build that nuclear weapon.” Pompeo argued that it won’t happen while President Trump is in office. He said that America is safer now, and that the Administration has created the conditions for the good news out of the Middle East earlier in the month concerning the UAE-Israeli relations.

President Trump previously had said the US took out Qasem Soleimani, one of the premier architects of the terror campaign around the world, and “there is no reason to not continue the diplomatic, economic, and security efforts that this administration has undertaken over these years.” It has weakened the regime and made America safer, according to Pompeo. Conditions for free and fair elections do not exist in Venezuela and the release of a number of political prisoners does not change that, according to the State Department. “None of the political parties whose leadership was removed and their names, symbols, and assets stolen by the regime have been restored, including parties from the left that challenge the regime’s control of Chavez’s political legacy,” noted Pompeo. Many politicians who oppose the Maduro regime still are not allowed to run for public office nor have they had their political rights restored. There is no freedom of the press or expression, or assembly in the country.

The Trump Administration plans to continue to target and cut the revenue the Cuban government earns from landing fees, stays in regime-owned hotels, and other travel-related income because the Cuban military and intelligence services own and operate the great majority of hotels and tourism infrastructure in Cuba. This will deny economic resources to the Castro regime and inhibit its capacity to carry out abuses, according to Pompeo’s statement.

“Our message to the Castro regime has been clear:  The United States will continue to stand up for the Cuban people and against the regime’s abuses and its interference in Venezuela to prop up Maduro’s illegitimate hold on power,” it said.

RUSSIA/CHINA

It appears America’s adversaries are sowing presidential election discontent. The Russians, according to US Government sources in the intelligence community (IC), want to see President Trump re-elected, while the Chinese favor Biden. In addition to attempted election interference, Russia is disseminating false information about the Covid-19 virus. In a special briefing at the State Department, US Special Envoy Lea Gabrielle, provided the  first-ever comprehensive analysis of Russia’s disinformation and propaganda ecosystem.  She said that COVID-19 is not the only topic that Russia is spreading false information about. Proxy sites are only part of a “much larger ecosystem of disinformation.” She said that the motivations are the typical motivations that one sees from the Russian Federation, which is undermining democratic institutions, undermining the U.S. and the West, looking to spread fear and confusion, and to essentially publish or push out narratives that create division among Western and democratic audiences.

“The Chinese Communist Party has made clear that Hong Kong will never again enjoy the high degree of autonomy that Beijing itself promised to the Hong Kong people and the United Kingdom for 50 years,” according to a written statement on Friday by Secretary of State Michael Pompeo. SYRIA

The United States is applauding the Executive Council of the world’s chemical weapons watchdog, the Organization for the Prohibition of Chemical Weapons (OPCW), for its adoption today of a decision that condemns Syria’s use of chemical weapons, according to a statement released by the State Department on Thursday. The OPCW sets out clear measures for the Syrian government to follow, including: the declaration of facilities where chemical weapons used in the Ltamenah attacks were developed, produced, stockpiled, and stored for delivery; the declaration of its remaining chemical weapons stockpile and production facilities; and the resolution of the outstanding issues with its initial declaration.  The Syrian regime’s failure to fulfill these measures, according to the report, will result in a recommendation to the OPCW’s full body, the Conference of States Parties, to take further action.

A few months ago, in April 2020, the OPCW Investigation and Identification Team (IIT) concluded that there were reasonable grounds to believe that Syrian authorities were responsible for three chemical weapons attacks on Ltamenah, Syria during March 2017.  These attacks preceded the more deadly sarin attack in nearby Khan Shaykhun by less than two weeks, and were part of the same concerted campaign of terror perpetrated by the Assad regime.   

VENEZUELA

The Venezuelan people are the ones who must restore democracy, according to Secretary of State Michael Pompeo. In a news briefing on Friday he said that: “…we will do all the things that we can do, which includes not only the economic pressure that has been brought to bear on the Maduro regime and the pressure that’s been brought to bear on Cuba to withdraw their security forces from Venezuela, but we have also, importantly, built out a global coalition to try and help the Venezuelan people achieve their objectives… we see South American countries as part of the Lima Group.  We now have some 60 countries that have recognized that Maduro’s days as a governor are done and that, in fact, Juan Guaido is the duly elected leader, as spoken to by the Venezuelan people.  This is the process that we intend to continue to support what the Venezuelan people want.” Pompeo added that the State is closely monitoring the elections in Venezuela and that he believes the Venezuelan people themselves see what is happening and will restore democracy. 

INDO-PACIFIC INITIATVE

Secretary of State Pompeo on Friday accused the Obama Administration of not taking seriously two components of the Indo-Pacific Initiative. First is the fundamental recognition of the challenge that is presented to the Indo-Pacific from the Chinese Communist Party. He said that “It’s in every dimension.  It’s diplomatically, it’s economically, it’s militarily.” The second component, according to Pompeo, is the communications infrastructure.  He pointed to cyber crime and the theft of intellectual property. He added that the US recognizes this will take a “true global coalition of people who understand this challenge.” Washington is working with its Five Eyes counterparts, G7 partners, ASEAN, and the Quad to create various tools to develop multilateral understandings about how to protect free and open transportation, shipping, commerce, and rule of law.

The United States remains very concerned about missile proliferation from the Islamic Republic of Iran. IRAN

The latest impartial report from the United Nations Secretary-General on Iran indicates that the United States was correct all along when it comes to what types of weapons Iran uses to destabilize the Middle East and foment sectarian violence and terrorism across the region.

At a news briefing the Secretary said that the arms embargo is not a time-limited matter, but a  conditions-based matter. The US will only life the embargo when Iran acts consistently as a normal nation-state, he said. 

CHINA-HONG KONG

“The United States is not forcing Europe to choose between the free world or China’s authoritarian vision.  China is making that choice between freedom and democracy,” accord to Secretary of State Pompeo. I talked too about the CCP’s predatory economic practices, such as trying to force nations to do business with Huawei, an arm of the Chinese Communist Party’s surveillance state. And I talked about many of its violations of European sovereignty, including its browbeating of companies like HSBC. I talked about Beijing’s legion human rights abuses, which continue to shock us all. That’s it; just the facts.

Pompeo admitted the United States was slow to recognize the China threat and the reality of the rising authoritarian regime and the implications it has for free societies. He pointed out that Europe was slow, too, but the CCP’s coverup of the coronavirus, an outbreak that began in Wuhan, China has accelerated the west’s awakening.

The United States, which is following rule of law in the case of George Floyd, has been subject to a unfair resolution by the Council, he pointed out.  

“Unfortunately, the Council has once again reaffirmed the wisdom of our decision to withdraw in 2018. If the Council were serious about protecting human rights, there are plenty of legitimate needs for its attention, such as the systemic racial disparities in places like Cuba, China, and Iran. If the Council were honest, it would recognize the strengths of American democracy and urge authoritarian regimes around the world to model American democracy and to hold their nations to the same high standards of accountability and transparency that we Americans apply to ourselves,” Pompeo said.
