The President also suspended the sections of presidential proclamation 10052 and 10131 which continued presidential proclamation 10014 past its original expiration. These proclamations restricted the issuance of certain immigrant visas, according to the State Department Spokesperson.

If elected to the Human Rights Council, we will use the opportunity to be a leading voice within the Council for promoting respect for human rights,” said the State Department Spokesperson. Previously, the Trump Administration questioned its value as members of the UNHRC included countries that regularly violated basic human rights of their own citizens, including China, Venezuela, Cuba, Russia, and Egypt.

China Expands Influence in Latin America

State Department veteran Daria Novak provides this analysis of China’s worrisome gains in Latin America.

Twenty years ago, countries within America’s sphere of influence were easily identified on a map. Today China is redrawing that picture in Latin America and it doesn’t look promising for the US. Beijing is making major economic inroads into a number of countries in the region. Brazil, which represents 40 percent of the continent’s GDP, exported 24 percent of its goods to the United States in 2000 and only 2.8 percent to China. By 2018 the number had flipped and China was importing over 27 percent of Brazil’s merchandise while the US figure had dropped to 12 percent. A recent report by Claudia Trevisan, Executive Director of the Brazil-China Business Council, analyzed  the impact of China’s trade relationship with the region. Excluding Mexico from the figures, Trevisan points out that by 2018 Chinese imports rose to 21 percent of the region while the US number fell to 15 percent. The trade data, however, reveal only one part of the challenge.

The nature of China’s trade relations in Latin America also have evolved in recent years. Transactions previously included iron ore, soybean, copper, and other primary exports. Today Trevisan reports that China has “…changed the nature of its engagement with many countries, through infrastructure construction in Latin America and a marked increase in direct investment in areas as diverse as mining and oil, automobile manufacturing, finance, clean energy, and hydropower.” In the last 15 years China’s investments and construction projects in the region rose to $175.2 billion.

Beijing is using soft power to entice these states. On the economic side, when combined, the total loans provided to the region by the World Bank, the Inter-American Development Bank, and the Development Bank of South America combined total less than what China alone has lent it since 2005. Once countries  accept Chinese loans, investment, and become entwined in bilateral trade arrangements with the communist giant, it becomes difficult to decouple, a problem the United States is experiencing, too. China is moving fast on many fronts, while as President Xi Jinping like to say, “there is a golden window of opportunity.”

Federal debt held by the public—which stood at 100 percent of GDP at the end of fiscal year 2020—is projected to reach 102 percent of GDP at the end of 2021, dip slightly for a few years, and then rise further. By 2031, debt would equal 107 percent of GDP, the highest in the nation’s history.

Revenues

Federal revenues are projected to generally increase relative to GDP as a result of the expiration of temporary pandemic-related provisions, scheduled increases in taxes, and other factors.

With growth averaging 2.6 percent over the 2021–2025 period, real GDP surpasses its potential (maximum sustainable) level in early 2025. The unemployment rate gradually declines through 2026, and the number of employed people returns to its prepandemic level in 2024.

Real GDP growth averages 1.6 percent over the 2026–2031 period. That average growth rate of output is less than its long-term historical average, primarily because the labor force is expected to grow more slowly than it has in the past. Over the forecast period, the interest rate on 10-year Treasury notes is projected to rise gradually, reaching 3.4 percent in 2031.

Those receiving the antibody could see immediate immunity and up to six months of protection from COVID-19 from a single dose.

“Vaccines require time to produce antibodies,” said Dr. Simon Pollett, an infectious disease physician and IDCRP lead for the STORM CHASER trial, “and thus do not offer immediate protection against COVID-19 when given after a SARS-CoV-2 exposure. The antibody therapy is administered via two shots during a single visit to study participants in their gluteal muscles. The scientists are also looking at whether viral shedding, which makes the individual with the virus contagious to others, will be reduced in those who get COVID-19 after receiving the antibody therapy.

“The Court’s ruling, however, has now made it impossible, as a practical matter, to include a citizenship question on the 2020 decennial census questionnaire.”  President Trump’s solution to this problem?  The issuance of Executive Order 13880, which required that “all executive departments and agencies (agencies) provide the Department (of Commerce) the maximum assistance permissible, consistent with law, in determining the number of citizens and non-citizens in the country, including by providing any access that the Department may request to administrative records that may be useful in accomplishing that objective.” 

President Trump’s reasoning for his effort to determine the number of non-citizens residing in the United States is explained in a Presidential Memorandum to the Secretary of Commerce dated July 21, 2020:  “(I)t is the policy of the United States to exclude from the apportionment base aliens who are not in a lawful immigration status…Excluding these illegal aliens from the apportionment base is more consonant with the principles of representative democracy underpinning our system of Government. Affording congressional representation, and therefore formal political influence, to States on account of the presence within their borders of aliens who have not followed the steps to secure a lawful immigration status under our laws undermines those principles. Many of these aliens entered the country illegally in the first place. Increasing congressional representation based on the presence of aliens who are not in a lawful immigration status would also create perverse incentives encouraging violations of Federal law. States adopting policies that encourage illegal aliens to enter this country and that hobble Federal efforts to enforce the immigration laws passed by the Congress should not be rewarded with greater representation in the House of Representatives.”
