Russia Violates Arms Treaty, Obama Refuses to Act

The time has come for the White House and the American left to cease ignoring the overwhelming evidence of the hostile intent clearly illustrated by Russia’s massive arms buildup, its aggressive invasions and deployments, and the prewar training exercises it has engaged in.

In addition to a massive increase in spending on arms, its invasions of Ukraine and Georgia, and its massive military exercises, Moscow has abrogated the terms of a key arms control treaty that was a vital centerpiece of détente during the first Cold War: The Intermediate-Range Nuclear Forces Treaty.

Despite the Kremlins’ clear violation, there has no response from the White House. In frustration, Rep. William “Mac” Thornberry (R-Texas), chair of the House Armed Service Committee, and David Nunes, (R-California) Chair of the Permanent Select Committee on Intelligence issued a letter to President which reads in part:

 “Dear Mr. President:

“We write to you again because of our urgent concern about the failure of your Administration to confront Russia’s violation of the Intermediate-Range Nuclear Forces (INF) Treaty.  The United States must finally impose penalties for Russia’s near-decade long pattern of violations that undermine this seminal arms control treaty and place it on the verge of collapse.

     “The INF Treaty is the only arms control treaty that succeeded in eliminating a class of nuclear arms.  Its provisions are simple: a flight test or production or possession of a ground-based ballistic or cruise missile of the defined-ranges is illegal ad defeats the Treaty’s object and purpose.

The Putin government has clearly and blatantly turned back the clock to the worst era and practices of the first Cold War.  In addition to violating the INF Treaty, it has resurrected Moscow’s prior practice of developing massive nuclear warheads, which could only be used not to deter or fight wars but to wholly eliminate other nations from the face of the earth.

Recently, Moscow revealed its new RS-28 Sarmat missile, appropriately dubbed Satan-2 by NATO. It is capable of delivering a 40 megaton warhead, 2,000 times as powerful as the atomic bomb dropped on Hiroshima. According to an analysis by the Daily Mail  a single missile could deliver a payload that could wipe out an area the size of France or Texas.

It is most notable that these developments of treaty-busting intermediate range missiles and the Satan-2 occurred at a time when the United States was slashing its defense budget, and at a time when Washington had not modernized its nuclear deterrent for many years, and NATO nations continued to under-invest in their defense. Russia was faced with no threat or need for enhancing its nuclear weaponry.  However, notes a NATO report   “Russia is roughly half-way through a major ten-year State Armaments Programme, which foresees the procurement of large amounts of new or upgraded weapons systems and other military hardware, across all services of its armed forces, over the period 2011-2020. Free Speech, Independent Media Under Attack

The principles of free speech and independent media are enduring substantial attacks both within the United States and abroad.

Since President Obama, without the consent of Congress, surrendered control of the internet to an international body with a membership comprised of many nations that advocate censorship, and with the growing willingness of American media sources to bend their will to the needs of left wing candidates, the ability of the public to receive unfettered news and information has been dwindling. Wikileaks’ (which has been attacked by the Obama Administration) revelation that CNN colluded with the Democrat Party on presidential debate questions illustrates one aspect of this challenge, and China’s tightening controls on free speech, another.

The Daily Mail reports that Beijing has strengthened its “Great Firewall” of restrictions on internet speech by tightening rules and imposing further limits on online speech.  Using vague concepts such as “damaging national honor” and “disturbing economic or social order,” as well as the blunter charge of seeking to overthrow the socialist system, China’s powerful censors continue to expand their control of internet content. The collusion is further evidenced by a Daily Caller report by Peter Hasson that revealed that a Washington Post columnist “appears to have asked the Democratic National Committee (DNC) to do the majority of the research for a negative column” written about Donald Trump in April 2016.

Abuses, both within the U.S. and abroad, are not new.  But there is a clear paradigm shift in the growing acceptance of acts against free speech and honest reporting by the media, and acts by the White House that seek to get around First Amendment protections by surrendering control of the vital internet sphere to international bodies that have no commitment to the concept of an open press.

There are profound questions about a number of vital undercurrents in American politics that have been thoroughly avoided by the popular media and political scientists.  However, the bizarre protests following the election of Donald Trump have uncovered and highlighted these fault lines to such a degree that an open examination of them can no longer be avoided.

Since 1971, increasingly stringent federal, state and local laws have been imposed—sometimes to the detriment of First Amendment rights—on the funding of political campaigns.

According to a CATO  study, “efforts over the past 25 years to reform campaign finance, primarily by limiting contributions to and spending by campaigns, have been exceptionally popular.”

There have been attempts, mostly by Left Wing interests, to go even further, and regulate political speech on the internet, and even in newsrooms. One example comes from Wisconsin. According to The Wall Street Journal “Democrats plan to introduce a bill…that would block candidates from coordinating with supposedly independent groups and regulate so-called “issue ads” in the run-up to an election…The Wisconsin Supreme Court ruled such coordination was protected by the First Amendment…Federal law defines “electioneering communications” as any broadcast, cable or satellite communication that refers to a clearly identified candidate for federal office 30 days before a primary or 60 days before the general election, and is targeted to the relevant electorate.”

For all the enthusiasm of the Left to regulate free speech and other activities related to politics, however, there is an area which they not only ignore, but condone and indeed practice with vigor: the funding, assistance and advocacy of extremist positions by shadowy-funded organizations .

This has been revealed most clearly in the aftermath of the 2016 elections.  There is little doubt that the results were the direct antithesis of what Progressives hoped, combining the surprise victory of Donald Trump with the somewhat unexpected retention of the Senate (as well as the House of Representatives) by the GOP.

News reports have described the near-hysterical response by leftists, involving mass protests featuring violence against property and innocent bystanders in a number of cites,  as “spontaneous.” In fact, they are anything but.

Attempts to derail, first, Trump’s candidacy, and currently, his presidency, have been neither spontaneous nor the stuff of general adversarial politics.  Rather, they have been well funded “under the radar” by at least one billionaire backer, and assisted by academics who may have broken rules regarding the nonpartisan use of their teaching positions as well as regulations barring the use of their underage students for partisan purposes, as well as safety guidelines prohibiting the transportation of students without parental permission.

While the left opposes support from legitimate citizens organizations to the candidates of their choice, questionable groups that fund Progressive causes are wholly ignored. Human Events  notes that George Soros “has given more than $7 billion to a who’s who of left-wing groups.  This partial list of recipients of Soros’ money says it all: ACORN, Apollo Alliance, National Council of La Raza, Tides Foundation” and others.

In the case of Donald Trump, who has opposed attempts to undercut U.S. law and financial interests through international treaties a key part of his political message, the motivations for his opponents’ financing of the demonstrations are clear. Human Events quotes him as stressing that “Insofar as there are collective interests that transcend state boundaries, the sovereignty of states must be subordinated to international law and international institutions.” Soro’s MoveOn.org is said to play a key part in the riots.

Some individuals at these preplanned and well financed “demonstrations” have even called for the assassination of Trump and Vice President-elect Pence.

While the regulation of political activity raises serious Constitutional questions, if it is to be done at all, it should be done fairly. The mass funding of extremist activities by George Soros and other billionaires has not been subjected to the same rules as other activities on the opposite side of the political divide.

Further, when the net focus of the activities of leftist organizations is to clearly undercut free elections and the rule of law, as clearly the current demonstrations against the Trump victory do, then appropriate legal scrutiny and action must be undertaken.

It is the aftermath, as much as the actual results, that explain why the public defied all expectations and voted for Donald Trump.

Over the course of the past eight years, the White House’s focus has concentrated on ideological goals rather than solving problems or meeting actual needs.

It didn’t seem to matter much that vast numbers of workers would lose their livelihoods as a result of demonstrably failed socialist-lite policies and a climate change agenda based largely on junk science.   It didn’t matter that the 2016 candidate it vigorously supported repeatedly broke the law, because, after all, following statutes plays a poor second to the “fundamental transformation” it so urgently sought to impose not through consensus but through executive fiat.

That is why President Obama chose to implement his agenda via executive orders rather than the constitutionally mandated process of Congressional legislation. It’s why his supporters fully approved of the White House practice that ignored the requirement to have treaties approved by the Senate.

Far too often, a biased press overlooked, even cheered on, blatant violations of laws and Constitutional mandates.  The concept of equality under the law, and truth itself, was apparently considered mere collateral damage in the effort to recast the United States in a very different mold than that intended by its founders.

The dishonesty and hostility that have become the hallmarks of the radical left that now dominates academia, much of the media, and the leadership of the Democrat Party have been on ample display since the election.

Nora Ranney, the Executive Director of the National Priorities Project, emailed supporters: “As someone who has been an organizer, an advocate…I know we cannot walk away from nearly half the electorate…” To their credit, both President Obama and Hillary Clinton have called upon their supporters to give the new occupants of 1600 Pennsylvania Avenue a fair chance.

However, they may be in the minority of those who have sought to forward the “progressive” agenda. Across the nation, violent demonstrations, which have included the destruction of property, attacks on innocent people, and calls for the assassination of the President-and Vice President-elect, have been more illustrative of the character of those on the hard left.

And that is where the true character of that portion of the ideological divide is truly revealed, along with its commonality with hard-left governments in areas such as Cuba, China, Venezuela, and Russia. The firebrands who are rioting in the streets of New York, New Orleans, and elsewhere are not interested in dialogue, democracy, or debate.  They are convinced that they alone are entitled to determine how the nation is governed, and how your life should be lived. They are shocked and furious that the voters have expressed disagreement with them. They cannot fathom that what they perceive to be the ignorant masses have seen through their stranglehold on many universities, much of the media, and the vast federal bureaucracy, and have risen to express their freedom.  Having lost at the ballot box, despite all the advantages they secured for themselves legitimately or illegitimately, they now seek to overturn the results through intimidation and violence.

China Matches U.S. in Military Prowess, Part 2

The New York Analysis of Policy and Government continues its review of China’s growing military power. 

Beijing already has a larger number of submarines than the U.S. Navy, and its overall fleet will exceed America’s by 2020. It’s growing naval power has given it the confidence and ability [to do more than] ignore international law. Reuters  has reported that Chinese spy ships have shadowed the U.S. aircraft Carrier USS John C. Stennis. It’s not the first time the U.S. Navy was openly challenged by China.  In 2007, the Daily Mail reported that “American military chiefs have been left dumbstruck by an undetected Chinese submarine popping up at the heart of a recent Pacific exercise and close to the vast U.S.S. Kitty Hawk – a 1,000ft supercarrier with 4,500 personnel on board. By the time it surfaced the 160ft Song Class diesel-electric attack submarine is understood to have sailed within viable range for launching torpedoes or missiles at the carrier.

According to senior NATO officials the incident caused consternation in the U.S. Navy. The Americans had no idea China’s fast-growing submarine fleet had reached such a level of sophistication, or that it posed such a threat. One NATO figure said the effect was “as big a shock as the Russians launching Sputnik” – a reference to the Soviet Union’s first orbiting satellite in 1957 which marked the start of the space age. A review in the South China Morning Post  (in conjunction with the Associated Press) highlighted ten weapons that Beijing has unveiled over the past several years that underscore its rising military sophistication. They include:

  • the DF-26 missile, intermediate-range ballistic missile dubbed the “Guam killer”, with its 4,000km range putting it within striking distance of the US naval base at Guam;
  • the DF-21D anti-ship ballistic missile known as a carrier-killer with a maximum range of 1,450km;
  • the DF-5B The liquid-fuelled intercontinental ballistic, which can carry three or more nuclear warheads with a range of up to 15,000km;
  • the WZ-19 helicopter used to attack tanks and other heavy targets;
  • the Y-9 transport aircraft, a design platform for the air force’s early warning aircraft KJ-200 and KJ-500;
  • the H-6K nuclear strike strategic bomber; the ZTL-09 armored vehicle, with a 105mm gun that can destroyed armored targets over 2km away;
  • the ZTZ-99A main battle tank with a 125mm smoothbore gun and carousel-style autoloader
  • ; the ZBD-04 Infantry fighting vehicle; and
  • the HQ-10/FL-3000N short-range air-defense missile, capable of expanding the navy’s force projection capability. The weapon is mounted on the navy’s most advanced Type 052D  destroyers and Type 056 frigates.

It has sent ships and submarines into the Pacific and Indian Oceans, installed military equipment on reclaimed land in the South China Sea and challenged U.S. naval forces around China’s coast…Mr. Xi has indicated he sees a comparable capability as essential to the “China Dream” he outlined after taking power in 2012, when he ordered the military to prepare to “fight and win wars.” A defense white paper last year gave the PLA a new strategic task to “safeguard the security of China’s overseas interests” on top of its traditional defensive duties.

China Matches U.S. in Military Strength

The New York Analysis of Policy & Government begins a multi-part review of the growing military prowess of America’s opponents.  

Americans continue to take false comfort in their erroneous belief that the U.S. leads the world in military technology, and that their armed forces, combined with NATO, constitute the strongest alliance on the planet. The evidence to the contrary is becoming increasingly difficult to ignore. Moscow commands a larger and more modern nuclear force than Washington, and Beijing’s military is nearing equality in technology while gaining an advantage in numbers.

The evidence for all the above doesn’t only come from western intelligence agencies.  Both Russia and China enthusiastically boast about their prowess, and, as demonstrated by the Kremlin in Ukraine and Beijing in its oceanic exploits (in which it has claimed about 90% of the South China Sea) neither has any reluctance in using force aggressively and illegally.

Thanks to a massive financial investment, (China has increased its military spending by 10% percent annually for a prolonged period, even as the U.S. has cut the Pentagon budget) intense espionage against the west, and the sale of supercomputers by the Clinton administration in the 1990’s, China has closed the gap in technology with the United States.

What Washington Must Do Now, Part 2

 Can the American people pull together after the bruising 2016 presidential election? There is a clear, even urgent, need to do so. The U.S. faces a number of extraordinarily troubling challenges. In Part One of our review, we discussed the nation’s faltering economy, its dramatically weakened national security, and the federal deficit.  Today, we review immigration, the plight of senior citizens, and the use of federal agencies for partisan purposes.

Immigration: The current wave of immigration is unlike any in America’s past. Far too large a percent of those arriving are doing so illegally, and soon seek public assistance, particularly straining state and local budgets.

Since so many have entered without any government oversight, the danger of re-introducing diseases long since eradicated within U.S. borders is significant.  According to the Southern Medical Association “Illegal immigration may expose Americans to diseases that have been virtually eradicated, but are highly contagious, as in the case of TB.”

Agency Accountability: During the past eight years, the Internal Revenue Service has been used to target political opponents of the White House; the Department of Justice has refused to prosecute clear-cut cases of election violations by pro-White House interests; and the Environmental Protection Agency has been heavily influenced by non-governmental, politically motivated sources. The list could go on, but the principle is clear: federal agencies have been abused for partisan political purposes. Safeguards are badly needed.

The Presidential marathon is finally over. Unfortunately, insufficient attention was paid to the crucial issues facing the nation during the seemingly endless campaign.

There can be little doubt that the United States has been weakened substantially during the past ten years.  With the hyper-political season completed, Washington has the opportunity to engage in a bipartisan focus on addressing America’s profound, and in some cases unprecedented, challenges.

There are numerous areas that require immediate attention.  In today’s summary, we begin by surveying three of the top problem areas.

Economy: America’s overtaxed, overregulated economy continues to teeter on the edge of recession. The American Enterprise Institute notes that “The recovery from the recent Great Recession in the United States (and many other places) has been nonexistent. The US per capita growth rate for 2009–15 was 1.3 percent per year, below the long-run rate of 2.1 percent per year. The growth rate during a recovery has to exceed its average to restore at least part of the cumulative loss in the level of GDP during the downturn.”

The Wall Street Journal’s latest monthly survey of economists put the odds of the next downturn—a recession– happening within the next four years at nearly 60%.

Middle income Americans have suffered most of all.  Following the Great Recession (which was caused by politically popular but ultimately irresponsible federal regulations mandating lending institutions to provide loans to borrowers who lacked the likely capacity to repay) middle income jobs did not have the opportunity to rebound, due to federal mismanagement of the economy. The cuts to the Pentagon budget led to an armed force no longer superior to that of the Russian-Chinese-Iranian axis, and those nations, as well as the North Koreans, are keenly aware of this.

 Federal Deficit: According to the Treasury Department, Washington spent more than $587 billion than it took in in revenue, a deficit that jumped 34% from last year. The White House is breaking all records when it comes to over-regulating the American people.  Research by the Competitive Enterprise Institute (CEI) indicates that the Administration is on pace to enact 89,416 regulations in 2016. In mid-October, the total had already reached the 70,318 mark.

Washington’s addiction to regulation is more than just a nuisance. The CATO institute asserts that “It is widely recognized that excessive regulation is unnecessarily killing jobs.”

The Daily Signal found that “job-creating entrepreneurs in the United States have been dispirited by the scope and cost of escalating red tape…Since 2009, the expansion of Uncle Sam’s regulatory control has been one of the prime culprits in America’s startling decline in economic freedom and overall competitiveness. Each new edict has meant a new government bureaucracy that entrepreneurs and producers must navigate. Worse, the trend of overregulating our economy has also bred cronyism and tarnished our free-market system. As reported in the 2015 Index of Economic Freedom, an annual study that benchmarks the quality and attractiveness of the entrepreneurial framework across countries, the United States remains stuck in the second tier economic freedom rank of the “mostly free,” with its business freedom score plunging to the lowest level since 2006. This increased regulatory burden, aggravated by favoritism toward entrenched interests, has notably undercut America’s historically dynamic entrepreneurial growth. A 2014 Brookings Institution analysis shows that with business exits now exceeding new business formations, entrepreneurial dynamism in the United States has been steadily dwindling. In light of the excessive and costly regulatory environment, it is not surprising that America’s ongoing economic recovery has been far from dynamic. Fewer Americans can prosper in this overregulated economy.”

The cost of compliance with the tidal wave of regulatory mandates is overwhelming. CEI estimates that in 2015, regulatory-related expenses were approximately $1.88 trillion, 10% of the entire American GDP and over 5 times the cost of federal corporate income taxes that year.

Essayist and publisher Markham Shaw Pyle’s observation was recently quoted in Inc.:  “If the power to tax is the power to destroy, the power to regulate is no less so. A Heritage study reports that “The White House, Congress, and federal agencies routinely ignore regulatory costs, exaggerate benefits, breach legislative and constitutional boundaries, and increasingly dictate lifestyle choices rather than focusing on public health and safety. Absent substantial reform, economic growth and individual freedom in America will continue to suffer.”

  • Include exceptions for rules that are necessary for imminent health or safety threats, enforcement of criminal laws, and national security.
  • Exempt rules that are limited to repealing existing regulations.
