The North Korean Trap

Preparations are underway for a forthcoming round of direct negotiations between the United States and North Korea. Washington needs to be extremely careful, because the likely plan from Pyongyang is to create a scenario where America will be portrayed as the party responsible for the failure of negotiations due to its refusal to abandon its South Korean and Japanese allies, or to accept an unverified promise to denuclearize.

CNN reports that the two nations have already engaged in “secret, direct talks to prepare for a summit between President Donald Trump and North Korea leader Kim Jong Un, a sign that planning for the highly anticipated meeting is progressing,” according to administration officials. The cable news network reports that “Central Intelligence Agency Director Mike Pompeo and a team at the CIA have been working through intelligence back-channels to make preparations for the summit, the officials said. American and North Korean intelligence officials have spoken several times and have even met in a third country, with a focus on nailing down a location for the talks.”

The Arms Control Association describes the decades-long history of failed attempts to rein in North Korea’s nuclear program:

“For years, the United States and the international community have tried to negotiate an end to North Korea’s nuclear and missile development and its export of ballistic missile technology. Those efforts have been replete with periods of crisis, stalemate, and tentative progress towards denuclearization, and North Korea has long been a key challenge for the global nuclear nonproliferation regime.

“The United States has pursued a variety of policy responses to the proliferation challenges posed by North Korea, including military cooperation with U.S. allies in the region, wide-ranging sanctions, and non-proliferation mechanisms such as export controls. The United States also engaged in two major diplomatic initiatives to have North Korea abandon its nuclear weapons efforts in return for aid.

“In 1994, faced with North Korea’s announced intent to withdraw from the nuclear Nonproliferation Treaty (NPT), which requires non-nuclear weapon states to forswear the development and acquisition of nuclear weapons, the United States and North Korea signed the Agreed Framework. Under this agreement, Pyongyang committed to freezing its illicit plutonium weapons program in exchange for aid.

“Following the collapse of this agreement in 2002, North Korea claimed that it had withdrawn from the NPT in January 2003 and once again began operating its nuclear facilities.

“The second major diplomatic effort were the Six-Party Talks initiated in August of 2003 which involved China, Japan, North Korea, Russia, South Korea, and the United States. There are two ways in which Kim jong-Un will strive to create a public relations nightmare for the Trump Administration. The first will be an offer of deep concessions on or even an abandonment of its nuclear program if the U.S. agrees to cease joint exercises with South Korea and/or slashes the size of its armed forces in the region, which may include not only South Korea but Japan and Guam as well. Fleshing out this strategy may have been one of the items on the table when Kim traveled to Beijing to meet with China’s President Xi.  Eliminating or sharply reducing America’s presence in Asia has long been a Chinese goal.  It is not coincidental that Xi, for all his rhetoric about not being happy with North Korea’s nuclear armaments, has never actually done anything that seriously impairs Pyongyang’s ability to move it forward. Kim’s atomic prowess actually benefits China more than it does North Korea.

The second approach would be to offer deep cuts or an actual elimination of its atomic arsenal in return for substantial western aid, or accept a moratorium on its development, but to refuse the intensive on-site surveillance necessary for this to be a reasonable solution. Pyongyang may or may not offer to include ceasing work on its missile program as part of the deal. This is essentially the deal Obama gave Iran. Again, this would be unacceptable to Washington, because North Korea’s long history of making deals which it subsequently cheats on makes it undesirable.

Again, however, critics would condemn a U.S. refusal of the deal. Most particularly, China would gain a propaganda victory by alleging that Washington refuses to treat an Asian nation with the same respect it treated a non-Asian regime.

Vice President Pence has stated that “Whichever direction talks with North Korea go, we will be firm in our resolve. The United States and our allies remain committed to applying maximum pressure on the Kim regime to end their nuclear program. All options are on the table and our posture toward the regime will not change until we see credible, verifiable, and concrete steps toward denuclearization.”

Past U.S. Policy Failures Led to North Korean Crisis

The reality that the entire U.S. mainland, and indeed, much of the world, is now in range of North Korea’s nuclear capability is a sobering one, particularly when combined with the fact that even North Korea’s limited atomic arsenal is fully capable of destroying the entire USA through an electromagnetic pulse (EMP) attack.

Kim Jong Un has observed that, over the past 8 years, the U.S. was kinder to its enemies than its friends.  The entire Obama Mideast policy tilted in favor of Iran, despite that nation’s constant devotion to the policy of “Death to the USA.”  Meanwhile, Obama assisted in the destruction of Muammar Gaddafi, who had given up his nuclear program and turned away from terrorism.  The same thing occurred in Egypt, which under Mubarak had favored peace in the region and a rejection of terrorism.  Obama urged his ouster, and favored his replacement with a Moslem Brotherhood advocate.

From his perspective, Kim’s actions are wholly rational.  He is doing what he has observed led to the enrichment and survival of regimes such as those in Iran, and avoiding the policies of those governments such as that of Libya, which acceded to U.S. demands and were subsequently wiped out. Add to that the fact that, despite the horrors of his regime, he now has China and Russia openly advocating the U.S. abandon its South Korean ally in return for North Korea’s pledge to eliminate its nuclear arsenal, a pledge North Korea has repeatedly violated, and one can easily discern the logic of what Kim is doing.

U.S. powerplants should be hardened against an EMP attack. And, of course, the disinvestment in America’s armed forces must be reversed, even more so than the recent defense budget provides.

It is far too easy to portray the North Korean regime as being irrational.  Each action it has taken has had a proven track record of success—all of it leading to the current and very real crisis and threat of nuclear attack.  Until the United States clearly demonstrates to Kim and his allies in Beijing and Moscow that there will be dire consequences, the world will move ever closer to nuclear war.

The Democratic People’s Republic of Korea (DPRK or North Korea) remains one of the most critical security challenges for the United States and the broader international community. In particular, North Korea’s willingness to undertake provocative and destabilizing behavior, including attacks on the Republic of Korea (ROK), its continued development of nuclear weapons and long-range ballistic missiles, and its proliferation of weapons in contravention of United Nations Security Council resolutions (UNSCRs) pose a serious threat to the United States, the region, and the world.

Since assuming control in December 2011, Kim Jong Un has solidified his grip on power by embracing the coercive tools used by his father and grandfather. His regime has used force and the threat of force combined with inducements to quell domestic dissent and strengthen internal security; co-opt the North Korean military and elites; develop strategic military capabilities to deter external attack; and challenge the ROK and the U.S.-ROK Alliance. In April 2013, Kim announced the “byungjin” policy, which emphasizes the parallel development of the country’s economy and nuclear weapons program, to reinforce his regime’s domestic, diplomatic, economic, and security interests.

North Korea fields a large, conventional, forward-deployed military that retains the capability to inflict serious damage on the ROK, despite significant resource shortfalls and aging hardware. The U.S.-ROK Alliance has deterred large-scale conventional attacks by maintaining a robust combined defense posture and strong military readiness. On a smaller scale, however, the DPRK has demonstrated a willingness to use military provocation to achieve national goals. In August 2015, two North Korean landmines exploded in the Demilitarized Zone (DMZ), which seriously wounded two ROK soldiers, raised tensions on the Korean Peninsula for several weeks, and was resolved through high-level inter-Korean talks.

North Korea’s continued pursuit of nuclear technology and capabilities and development of intermediate- and long-range ballistic missile programs underscore the growing threat it poses to regional stability and U.S. national security. North Korea’s pursuit of a submarine-launched ballistic missile capability also highlights the regime’s commitment to diversifying its missile force, strengthening the missile force’s survivability, and finding new ways to coerce its neighbors. Nuclear Weapons. North Korea continues to pursue a nuclear weapons program, having conducted nuclear tests in 2006, 2009, and 2013. The director of the DPRK Atomic Energy Institute confirmed in September 2015 that all of the nuclear facilities in Yongbyon, including the uranium enrichment plant and reactor, were “adjusted and altered” following the April 2013 announcement and restarted for the purpose of building its nuclear force. The director also claimed that scientists and technicians were enhancing the levels of various nuclear weapons in quality and quantity.

These activities violate North Korea’s obligations under UNSCRs 1718, 1874, 2087, and 2094, contravene its commitments under the September 19, 2005 Six-Party Talks Joint Statement, and increase the risk of proliferation.

Biological Weapons. DoD assesses that North Korea may consider the use of biological weapons as an option, contrary to its obligations under the Biological and Toxins Weapons Convention (BWC). North Korea continues to develop its biological research and development capabilities, but has yet to declare any relevant developments and has failed to provide a BWC Confidence-Building Measure declaration since 1990.

Chemical Weapons. North Korea probably has had a longstanding chemical weapons (CW) program with the capability to produce nerve, blister, blood, and choking agents and likely possesses a CW stockpile. North Korea probably could employ CW agents by modifying a variety of conventional munitions, including artillery and ballistic missiles.
